ICTs and the Developing World: E-Government, E-Participation and E-Learning Experiences

This essay focuses on how information and communication technologies (ICTs) can foster development in the so-called «Third World» countries. All kinds of initiatives are considered, from e-government or the use of new technologies to facilitate communication between governments and their citizens, to community experiences of e-participation -citizen’s empowerment through new technologies- and e-learning or the use of new media for didactic purposes.

Brazil, India and Tunisia were selected as case studies. Brazil and India are two emerging countries of the Third World and they are part of strategic groups like the BRICS (Brazil, Russia, India, China and South Africa) and IBSA (India, Brazil and South Africa). Tunisia was a key country for the revolutions in Northern Africa and is one of the most important nations in the region in the field of technology development.

The three countries represent the three areas of the world with more developing countries: Latin America, Asia and Africa.
